The management problem. PMOs are asked to prove their value, yet most report activity: meetings held, reports issued, risks logged. Executives want to know whether delivery is more predictable, whether money and margin are protected, which benefits are real, and where to intervene. Scores built on averages of averages, double-counted savings and unverified claims erode trust quickly.
Who it is for. PMO heads, portfolio managers, Chiefs of Staff, transformation and benefits leaders, and the finance partners who validate value claims.
How input works. All recurring data goes into one Excel sheet, KPI_Value_Input, in clearly separated tables: A. KPI definitions, B. KPI performance (one row per KPI, month and entity), C. value contribution claims and D. improvement actions, plus settings and pillar weights. The HTML app accepts the same data through a blank template, Excel/CSV upload or manual entry.
The scorecard framework. Six configurable pillars - Delivery Predictability (25%), Financial Stewardship (20%), Benefits and Strategic Value (20%), Governance and Control (15%), Resource and Capability (10%) and Stakeholder Confidence (10%). Each KPI is scored by its direction (higher, lower, target range or compliance), capped at 120, rolled up with weights into pillar scores and a PMO Performance Score, and banded Leading, On Track, Watch or Critical. Evidence confidence is reported separately, and critical red-threshold breaches can override a favourable headline band.
Decisions it enables. Which KPIs and programs need intervention this month; which benefit claims are verified, at risk or unsupported; whether the PMO's verified financial contribution covers its cost; and which corrective actions need executive escalation.
